Desperately needed doing what, exactly? Every GS-14 worth his tasselled loafers has a shelf full of books on strategic management. Ocean's full. But at least you've got a trade to fall back on.
That seems odd to me. Strategic management, the study of why some organizations outperform other organizations, really doesn't have much to say to federal bureaucrats.
I was thinking that many important private businesses seem not to know what they are doing.
Perhaps I shouldn't say this, but many years ago a reporter I didn't think much of went off to business school, got an MBA and was named vice president for strategy for one of the state's biggest corporations.
I wouldn't have trusted her to cover a 2-alarm fire. I left not long after, so I don't know how she did.
On the other hand, I have long contended that businessmen would be well rewarded to hire me, or someone like me, to look over their strategic programs with an historical eye.
I am not an admirer of American management on average, but at least in principle it could be improved.

So what exactly did you do on your return to school? Phd, MBA?
I'm halfway through a PhD in Strategic Management.

Yes, everything David needed to know he learned in kindergarden.
Other than Hierarchical Linear Modeling.
Hurry up and finish. You are desperately needed.

Make you sure you give the Halo Effect by Phil Rosenzweig a good thumb-through.
