I think your racism detector is picking up false positives. It took me a minute to figure out what you were getting at, and only then after reading Jim Hamelin's comment. I doubt even the Times editors picked up on that.
I would agree, except that someone who used to work at TIME commented that it had to be quite purposeful (as I recall, he e-mailed Prof. Instapundit about it). And there will undoubtedly be more of these 'goofs' in the future. As long as it's the MSM and not the RNC, it will stay below the radar.
